verification and certification of all works under the Solar PV BESS EPC contract The ESC shall ensure inter alia 1 All solar PV electrical civil structural and BESS works comply with the Employer s Requirements ERs and EPC contract specifications and design submissions meet applicable international e g IEC IEEE NFPA UL and manufacturer standards 2 The works are implemented safely and meet quality and performance standards and the completed works are properly documented tested and certified for payment and commissioning 3 ANGLEC receives timely technical advice reporting and early warnings to support effective project management and decision making 4 It acts in ANGLEC s best interests as an independent technical adviser protecting its contractual technical safety quality schedule performance and value for money interests while maintaining impartiality in the administration of the EPC contract 5 The Project is implemented in full compliance with all applicable environmental social occupational health and safety permitting statutory utility and CDB environmental and social safeguard requirements including approved Environmental and Social Management Plans ESMPs Construction Environmental and Social Management Plans C ESMPs permit conditions environmental and social covenants and other project specific safeguard instruments 6 Health safety and emergency preparedness risks are actively monitored and controlled throughout design review construction testing commissioning and handover including site safety practices electrical safety fire protection BESS is expected to be for a period of thirty 30 months ANGLEC now invites interested eligible consulting firms to submit Expressions of Interest EOI for the provision of these consultancy services Eligibility Consultants shall be eligible to participate if 1 in the case of a body corporate it is legally incorporated or otherwise organised in an eligible country has its principal place of business in an eligible country and is more than 50 per cent beneficially owned by citizen s and or bona fide resident s of eligible country ies or by a body ies corporate meeting these requirements 2 in the case of unincorporated firms the persons are citizens or bona fide residents of an eligible country and 3 in all cases the consultant has no arrangement and undertakes not to make any arrangements whereby any substantial part of the net profits or other tangible benefits of the contract will accrue or be paid to a person not a citizen or bona fide resident of an eligible country Eligible countries are member countries of CDB Consultants are advised to review the detailed eligibility criteria detailed in Section 4 and conflict of interest provisions in Section 5 of the Procurement Procedures for Projects Financed by CDB January 2021 as applicable and as published on CDB s website In the assessment of submissions consideration will be given to technical competence
