The contract will be for a maximum of 9 months period Objective of the Assignment The objective of this assignment is to provide selected participants with practical competency based vocational training that strengthens their technical skills and improves their readiness for wage employment self employment home based work or further livelihood support The training center shall adapt delivery to participants different educational backgrounds and experience levels and ensure that participants acquire skills that can be practically applied Scope of Work The selected vocational training center service provider will be responsible for the following A Training Design and Preparation Review the participant profiles and training needs shared by SIF and propose appropriate vocational training packages Submit a detailed technical proposal for each proposed course including learning objectives curriculum modules number of hours and days methodology practical exercises assessment approach and required materials Adapt the training level and methodology to participants literacy education previous experience and intended employment or self employment pathway Ensure that training content reflects practical workplace requirements and where relevant current market practices and occupational safety standards Coordinate with SIF before the start of training and obtain approval for the curriculum schedule trainers and training materials B Vocational Training Delivery Deliver face to face hands on vocational training in the SIF approved technical field s Use participatory and practical methodologies with sufficient time allocated to demonstrations supervised practice and competency development rather than theory alone Provide all necessary training equipment tools consumables and learning materials unless otherwise agreed in writing with SIF Ensure qualified trainers with demonstrated technical expertise and experience working with adults and participants of different educational levels Maintain a safe respectful inclusive and accessible learning environment and comply with SIF safeguarding PSEA and Code of Conduct requirements Inform SIF immediately of attendance concerns withdrawals protection concerns incidents or other issues that may affect successful completion C Priority Training Areas Based on the career profiling findings SIF may contract one or several of the following vocational pathways Culinary Lebanese cooking pastry fast food preparation food processing food safety and hygiene Marketing digital marketing social media promotion and online selling Mobile maintenance Computer ICT basics including Word Excel email and internet with specialized software where relevant Accounting and practical accounting systems software Technical trades including photography mobile phone repair and mechanics Beauty and skincare including updated techniques and safe professional practice Business development and practical digital AI tools for small businesses where requested Home and urban agriculture crop care irrigation efficiency basic soil management and market oriented production Solar energy systems routine inspection preventive maintenance basic troubleshooting and energy efficiency practices The final training courses participant numbers locations and duration will be determined by SIF based on participant selection final needs feasibility and the approved implementation plan D Attendance Assessment and Certification Maintain accurate daily attendance sheets using SIF approved templates and submit them within the agreed timeframe Conduct an appropriate pre training assessment or baseline of participants technical knowledge skills Conduct practical and or written post training assessments to measure learning and competency acquisition Provide individual results and flag participants requiring additional support Issue a certificate of completion to participants who meet the agreed attendance and completion requirements clearly stating the training title and duration E Monitoring Coordination and Reporting Allow SIF staff to monitor training sessions conduct spot checks and obtain participant feedback Coordinate regularly with the Project Manager Livelihood team Career Counsellor and MEAL team Submit concise progress updates attendance records and any requested supporting documentation during implementation Participate in coordination or review meetings requested by SIF Submit a final training report covering implementation attendance results challenges participant performance lessons learned and recommendations for employment self employment follow up Expected Deliverables Technical and financial proposal for the proposed vocational course s Detailed curriculum session plan methodology and training schedule for each course Trainer CV s and evidence of relevant qualifications experience List of equipment tools consumables and learning materials to be provided Pre and to provide vocational technical training in Lebanon where applicable Demonstrated experience delivering vocational or technical training in the proposed specialization s Qualified trainers with relevant technical credentials and practical professional experience Demonstrated capacity to provide appropriate facilities equipment tools and consumables required for practical training Experience working with NGOs vulnerable populations youth and adults is an asset Ability to adapt training to mixed education and literacy levels Ability to maintain accurate attendance assessment and reporting documentation Capacity to deliver training in Arabic English terminology may be used where technically relevant Commitment to SIF policies on safeguarding PSEA confidentiality data protection anti implementation schedule At least two relevant references or examples of similar assignments where available Reporting and Coordination The vocational training center service provider will work under the supervision of the SIF Project Manager and coordinate closely with the Livelihood team Career Counsellor and MEAL team No change to the approved curriculum schedule trainer venue or participant arrangement may be made without prior coordination and approval from SIF Payment Terms Payment will be made in accordance with SIF procurement and financial procedures and the terms agreed in the contract purchase order Payment will be linked to satisfactory delivery of the agreed training services and submission approval of required supporting documents and deliverables The financial offer must clearly indicate all applicable costs and taxes Ethical and Safeguarding Requirements The selected provider and all assigned trainers staff must comply with SIF policies and ethical standards
